Teasing can come in two main forms, playful or hurtful. I am focusing more on hurtful, which can lead on to become harassment. In extreme cases hurtful teasing can actually lead to violence and in very severe cases to abuse.
Why do people want to tease others? I think playful teasing is all right, but hurtful teasing in my eyes is definately "being bad"!
